Februar 1944 in Aimorés im brasilianischen Bundesstaat Minas Gerais, wuchs auf einer großen Rinderfarm im Regenwaldgebiet auf und studierte später Wirtschaftswissenschaften. Während der brasilianischen Militärdiktatur engagierte er sich in der linken Oppositionsbewegung, weswegen er 1969 nach Paris emigrieren musste. Ab 1971 betreute Sebastião Salgado als Ökonom Entwicklungshilfeprojekte in Afrika. Hier entdeckte er seine Leidenschaft für die Fotografie und entschied sich 1973, seinen Beruf aufzugeben und ganz als Fotograf zu arbeiten. Von Beginn an waren bei seinen Langzeitprojekten Armut, Flucht, Heimatlosigkeit und Krieg die Hauptmotive seiner ausnahmslos in schwarz-weiß gehaltenen Fotografien. Zahlreiche dieser Projekte und der sie begleitenden Fotobände sind in Zusammenarbeit mit Organisationen wie Ärzte ohne Grenzen, UNICEF, UNESCO oder Reporter ohne Grenzen zustande gekommen. Mit den Büchern `Migration` und `The Children: Refugees and Migrants` (dt. `Kinder der Migration`), die beide 2000 veröffentlicht wurden, machte er auf das Schicksal von damals 30 Millionen Flüchtlingen weltweit aufmerksam und sammelte Geld für die Kinderhilfsorganisation UNICEF. Aus gesundheitlichen Gründen und weil ihn durch die direkte Konfrontation mit dem Völkermord in Ruanda Zweifel an seiner Arbeit überkamen, hörte er Mitte der 1990er Jahre für eine Zeit mit seiner fotografischen Arbeit auf. Seither ist es ihnen gelungen, 2,7 Millionen Bäume zu pflanzen und den Wald wieder in einen weitgehend ursprünglichen Zustand mit einer großen Vielfalt an Pflanzen und Tieren zu versetzen. Auch in seinem Werk wandte sich Sebastião Salgado ab den 1990er Jahren verstärkt der Landschaftsfotografie zu. Es entstanden die Werke `Africa` (2007) und `Genesis` (2013). Anschließend werden der horizontale und der vertikale Finanzausgleich erörtert um dann das erste Kapitel mit einer Einführung zum Lastenausgleich zu beenden. Das Zweite Kapitel befasst sich mit der Reformdiskussion und den entsprechenden Vorschlägen, sowie in den beiden Unterpunkten mit den Reformergebnissen und den Defiziten der Reform.
