Rainer Hering (= Auskunft. Mitteilungsblatt Hamburger Bibliotheken. 20. Jahrgang Dezember2000 Heft 4) Als Sonderausgabe der Zeitschrift Auskunft ist die Tagungsdokumentation des 1. Norddeutschen Archivtages, der vom 20. bis 21. Juni 2000 in Hamburg stattgefunden hat, erschienen. Fast alle Vorträge konnten abgedruckt werden und wurden um zusätzliche wichtige Diskussionsbeiträge ergänzt. Die Initiatoren der Veranstaltung haben die Ergebnisse sehr schnell der Öffentlichkeit präsentieren wollen. Dies unterstreicht ihre Pläne zur langfristigen Etablierung dieses Archivtages auf Länderebene, der bisher in Norddeutschland fehlte. Bereits in Hamburg war die Freude über die überaus positive Reaktion - gut 230 Teilnehmerinnen und Teilnehmer aus Bremen, Hamburg, Mecklenburg-Vorpommern, Niedersachsen und Schleswig-Holstein sprechen für sich - den Verantwortlichen anzumerken. Dies spiegeln nun auch das einleitende Vorwort und die ebenfalls abgedruckten Grußworte. Es ist hier nicht zu diskutieren, was so spezifisch `norddeutsch` an der Veranstaltung war der Einleitungsvortrag zur norddeutschen Archivlandschaft von Reiner Witt verdeutlicht aber, dass die Archive in Norddeutschland vor ähnlichen Problemen stehen wie fast alle Archive. Der Abendvortrag von Hans Wilhelm Eckardt über die konkrete Situation am Hamburger Staatsarchiv bildet hier die ideale Ergänzung. Insgesamt waren die drei Arbeitssektionen des Archivtages vor allem der archivischen Praxis gewidmet. Die `Auskunft` hat leider auf eine Gliederung des Heftes, für die sich die Sektionen angeboten hätten, verzichtet. Hier sollen die behandelten Bereiche zur Orientierung jedoch genannt werden. Die Vorträge der 1. Arbeitssitzung beschäftigen sich mit dem Thema `Archivgut als Ware`. In seinem Beitrag problematisiert Gerhard Pfennig das ganze Spektrum der Verwertung von Bildquellen im Archiv. Seine Ausführungen zum Problemfeld digitalisierter Bilder orientieren sich dabei an aktuellen Erfahrungen. Hans-Heinrich Ebeling berichtet über die Erfahrungen mit der Internetpräsentation des Stadtarchivs Duderstadt. Das Stadtarchiv betritt hier Neuland, entsprechend sind die Schwierigkeiten. In der 2. Sektion, Norddeutsche Projekte zur Erschließung archivischer Quellen, stellt Bernd Kappelhoff vor dem Hintergrund eigener Forschungen zur frühneuzeitlichen Wirtschaftsgeschichte norddeutscher Städte ein von der VW Stiftung gefordertes, ehrgeiziges Projekt zur sachthematischen Inventarisierung archivischer Quellen zum Seeverkehr und den damit zusammenhängenden Waren- und Kulturströmen in Norddeutschland vom 16-19. Jahrhundert vor. Menge, Spektrum und geographische Streuung der Überlieferung begründen vor allem die forschungspraktische Seite eines solchen sachthematischen Inventars. Wenn es um Norddeutschland geht, darf ein Thema zur `Hanse` nicht fehlen. In Jürgen Bohmbachs Beitrag geht es allerdings um einen hansischen Archivführer, der von der 1978 begründeten `Neuen Hanse` in Auftrag gegeben wurde. Peter Gabrielsson widmet sich einem anderen für Norddeutschland bedeutsamen Thema, nämlich der Auswanderung und hier der Digitalisierung der Auswandererlisten des Auswandererhafens` Hamburg. Sein Beitrag zeigt, wie man mit unkonventionellen Ideen ein Projekt in die Tat umsetzen kann, das verschiedenste Interessen zusammenbringt: Öffentlichkeitsarbeit, Genealogie, Sozialdienste, Neue Medien und das Archiv. Die Gründung Israels 1948 führte zu sechs Kriegen mit einigen der benachbarten arabischen Staaten sowie zu bewaffneten Konflikten zwischen Israelis und der palästinensischen Bevölkerung. Lokal, regional und global agierende Akteure prägen den Konflikt, ebenso wie die vielfältigen Austragungsformen, die von militärischen Operationen bis hin zu Selbstmordattentaten reichen. Eine wichtige Weichenstellung in der Lösung des israelisch-arabischen Konflikts stellt der separate Friedensschluss von Israel und Ägypten am 26. März 1979 dar. Trotz des Camp-David-Abkommens, welches als Beispiel für weitere Friedensverhandlungen galt, gelang es beiden Konfliktparteien nicht, Vertrauen aufzubauen. Die Beziehungen blieben weiterhin kühl, so dass man hier von einem kalten Frieden sprechen kann. Durch das Camp-David-Abkommen erhielt Ägypten die erdölreiche Sinai-Halbinsel zurück, welche Israel seit dem Sechstagekrieg besetzt hatte. Überdies hat Ägypten den Staat Israel anerkannt, was im Dissens zu den verbündeten arabischen Staaten stand. Dieser Separatfrieden kostete Ägypten für zehn Jahre die Mitgliedschaft in der Arabischen Liga und jahrelange Isolation in der arabischen Welt. Das wirft die Frage auf, warum Israel und Ägypten einen separaten Frieden geschlossen haben, bei dem Ägypten eine Isolation von den arabischen Verbündeten und Israel die Aufgabe der strategisch und ökonomisch wichtigen Sinai-Halbinsel in Kauf nahmen. Es liegt die Vermutung nahe, dass externe Akteure maßgeblich auf beide Staaten eingewirkt und damit im Friedensprozess eine wichtige Rolle gespielt haben. Innerstaatliche Faktoren dürften zwar für das demokratische Israel von Bedeutung gewesen sein, aber nicht für das damals autokratische Ägypten. Überdies haben die israelischen Eroberungen des Sechstagekrieges dem Land einen Verhandlungsspielraum eröffnet, da Israel nun die besetzten Gebiete als Faustpfand besaß. Diese Arbeit beschränkt sich auf den Teilaspekt des israelisch-ägyptischen Konflikts. Der Friedensprozess wird hierbei genauer untersucht. Um die Frage des Friedensschlusses zu beantworten, wird zunächst die Konfliktregion Naher Osten definiert. Außerdem werden der Yom-Kippur-Krieg und dessen Auswirkungen geschildert, da der vierte Nahost-Krieg die Ausgangslage für den folgenden Friedensprozess darstellt. Im zweiten Kapitel werden die Konfliktparteien Israel und Ägypten, sowie die externen Akteure USA, die Vereinten Nationen und Saudi-Arabien analysiert. Die bilateralen Beziehungen scheinen historisch betrachtet ihren vorläufigen Tiefpunkt in der Allianz im war on terror erreicht zu haben. Dabei sind die Beziehungen Pakistans zu den USA und der westlichen Welt von zentraler Bedeutung für die internationale Politik im 21. Jahrhundert. Die bilateralen Beziehungen sind seit jeher durch Misstrauen und double game von beiden Seiten geprägt. Während die USA nach Partnern in einer strategisch günstigen Region suchten, war Pakistan hauptsächlich an einem Machtgleichgewicht gegenüber Indien interessiert. Vom Anfang der 1990er bis zu den Terroranschlägen vom 11. September 2001 wurde Pakistan aufgrund des Atomprogramms und Demokratiedefizit in der amerikanischen Außenpolitik als ein Pariastaat angesehen. Die Ausrufung des war on terror durch George W. Bush brachte beide Staaten wieder näher, um eine Allianz im Krieg gegen den Terrorismus zu bilden. Die Allianz, wie hier ausgearbeitet. war keine freiwillige Selbstverpflichtung Pakistans, sondern wurde als die einzige Option empfunden, um die Sicherheitsinteressen Pakistans zu wahren. Im Krieg gegen den Terrorismus wurden US-Leistungen in Milliardenhöhe an Pakistan transferiert, die meisten davon waren für das pakistanische Militär bestimmt. Der Schwerpunkt im Krieg gegen den Terrorismus verschob sich aus verschiedenen Gründen von Afghanistan nach Pakistan. Für die Perspektiven pakistanisch-amerikanischer Beziehungen erwartet der Autor eine Normalisierung der Beziehungen in den nächsten Jahren. Der Abzug der NATO-ISAF aus Afghanistan in 2014 und die Beziehungen Pakistans zu anderen Staaten machen eine Reaktivierung der pakistanisch-amerikanischen Beziehungen dringend Notwendig. Die amerikanische Vorherrschaft in Asien wird zwar noch einige Jahre aufrechtzuerhalten sein, jedoch mit enormen Kosten für die USA. Für die post-USA -Ära in Afghanistan hat Pakistan bisher keine neue Strategie verkündet. Es kann davon ausgegangen werden, dass Pakistan wie in den 1990er Afghanistan als seine Einflusszone ansieht und versuchen wird dem zunehmenden Einfluss Indiens entgegenzuwirken. In diesem Zusammenhang soll der Blick auf die SED-Herrschaft der 70er und 80er Jahre gerichtet werden, um diese angemessen begrifflich zu verorten. Kapitel I der Arbeit trägt einen einführenden Charakter. Hier wird die wechselvolle Geschichte des Totalitarismuskonzepts rekonstruiert, um daraus dessen Leistungen, Defizite und Perspektiven zu extrahieren. In Analogie dazu wird erörtert, was Totalitarismus nicht ist. Der Fokus der Betrachtung richtet sich hierbei sowohl auf die absolutistische als auch auf die diktatorische Herrschaftsform. In diesem Zusammenhang wird herausgestellt, dass die uneingeschränkte Macht einer Person bzw. Personengruppe, der Terror gegen politische Gegner sowie die Erziehung und Bewusstseinsformung im Sinne einer neuen Ordnung bereits Merkmale jener Herrschaftsformen sind und von daher nicht die Verwendung des Totalitarismusbegriffes rechtfertigen. In einem nächsten Schritt ist der Frage nachzugehen, was, wann, von wem wie erlebt werden musste, dass traditionelle Begriffe der Herrschaftslehre als nicht mehr ausreichend empfunden wurden, um die Anfang des 20. Jahrhunderts neu entstandenen Regime hinreichend zu charakterisieren. Zu diesem Zweck werden die Anfänge der Totalitarismusdebatte in den 20er und 30er Jahren an den politischen Realitäten gespiegelt. Hierbei konnte herausgearbeitet werden, dass sich bis 1933 sowohl in Italien als auch im nationalsozialistischen Deutschland und der Sowjetunion keinerlei Veränderungen vollzogen, die nicht mit dem Begriff der `souveränen Diktatur` (Carl Schmitt) zu beschreiben gewesen wären. Kapitel II widmet sich der Annäherung an das Totalitarismusphänomen. Zu diesem Zweck wird die politische Entwicklung in der Sowjetunion bis in die 30er Jahre hinein vor dem Hintergrund der Frage nach politischen Veränderungen analysiert, die über das hinausgehen, was unter dem Begriff der souveränen Diktatur subsumierbar ist und den Gebrauch des Totalitarismusbegriffes rechtfertigen. In diesem Zusammenhang wird der Zäsur-Charakter der Ermordung Sergei Kirows näher betrachtet. In diesem Kontext ist auf die Moderne und ihre Konsequenzen einzugehen. Der Hass auf das Bürgertum wird dabei ebenso hervorgehoben wie das moderne europäische Geschichtsverständnis und seine Folgen. Kapitel III befasst sich mit dem Versuch einer positiven Definition des Totalitarismus. Zu Beginn werden die im letzten Kapitel angedeuteten religiösen Aspekte von nationalsozialistischer und kommunistischer Ideologie diskutiert. Beide Lehren werden in einem nächsten Schritt vor dem Hintergrund gnostischen Denkens und Fühlens erörtert. Der Fokus wird dabei auf die Rezepte zur Welterlösung gerichtet. Von besonderer Bedeutung für die Definition des Totalitären ist hierbei die Betrachtung der libertinistischen Handlungsanleitung der Gnostiker. Sie wird gleichermaßen während der Zeit des `Großen Terrors` sowie im Kriegs- und Nachkriegsstalinismus nachgewiesen. Gleiches gilt für den von den Nationalsozialisten initiierten `Vernichtungskrieg` und den Holocaust. Aus dieser Analyse heraus wird das Wesen des europäischen Totalitarismus fassbar. Zum Zwecke einer möglichst exakten Eingrenzung wird die Notwendigkeit der Unterscheidung von Primär- und Sekundärphänomenen des Totalitarismus betont. In Anlehnung daran werden die Bemühungen um eine positive Definition des europäischen Totalitarismus im Rahmen eines Primärphänomens präsentiert. Es beschreibt ein aus einer zur Wissenschaft erhobenen Ideologie entwickeltes politisches Handlungsprinzip, das frei ist von Zweifeln. Der daraus entstehende politische Wille ist ethisch-moralisch völlig entgrenzt und ausschließlich auf das Ziel, die endgültige physische Vernichtung des zum Feind erklärten fixiert. Dieser Wille ist so stark, dass selbst die Sicherung der eigenen Herrschaft und damit die Etablierung der angestrebten Ordnung zugunsten dieses Ziels vernachlässigt werden. Dieser inhaltlich so ausformulierte Wille wird in Anlehnung an Benito Mussolini als `totalitärer Wille` bezeichnet. Die totalitäre Herrschaft wird somit als Subtyp der souveränen Diktatur, nicht als eigenständige Herrschaftsform beschrieben. Kapitel IV markiert das zeitliche Ende des Totalitarismus auf dem europäischen Kontinent. Entsprechend der in dieser Arbeit vertretenen Definition endet die totalitäre Herrschaft mit der Niederschlagung der nationalsozialistischen Herrschaft und dem Ableben Josef Stalins. Darüber hinaus werden das Linzsche Konzept autoritärer Regime und der Posttotalitarismusbegriff erörtert. Insbesondere letzterer wird auf seine Tauglichkeit hin untersucht, die realsozialistische Herrschaft der 70er und 80er Jahre angemessen zu beschreiben. Dabei werden Probleme aufgezeigt und Lösungsvorschläge unterbreitet. Kapitel V beschäftigt sich mit der begrifflichen Erfassung der SED-Herrschaft in der Honecker-Ära. In diesem Zusammenhang werden bisherige Versuche besprochen und auf ihre Vor- und Nachteile hin abgeklopft. In Vorbereitung meiner eigenen Bemühungen habe ich die UdSSR als Bezugspunkt markiert, von dem sinnvolle Überlegungen auszugehen haben. Vor dem Hintergrund der Erkenntnisse aus dem letzten Kapitel, konnte das Diktaturkonzept von Carl Schmitt als geeigneter Diskussionsrahmen abgesteckt werden. Aufgrund des Herrschaftsanspruchs der SED eine kommunistische Ordnung errichten zu wollen, wird der Subtyp der souveränen Diktatur als Analyseraster gewählt. Im Zuge der Erörterung der DDR-Geschichte präsentiert sich die SED-Diktatur nach Schmittscher Lesart als zwar im Kern `souverän`, jedoch mit zunehmenden Einschränkungen. In Abgrenzung zu den eingangs diskutierten Konzeptualisierungsversuchen habe ich mit der `atrophisch-souveränen Diktatur` eine neue Begrifflichkeit entwickelt, die meiner Ansicht nach dem ambivalenten Charakter der SED-Herrschaft entspricht.
