Low urban environmental quality was reported as coping management strategies were adopted in absence of effective municipal institutional performance. Strengthening environmental governance was recognized as a mechanism in planning and management where relevant stakeholders should play a role in sustainable city-lake interface development. A Planning and Management Institutional Framework Model was therefore proposed as the integrating factor for sustainable city-lake interface development and should facilitate other complementary strategies of Integrated Urban Conservation and Integrated Neighbourhood Environmental Quality for sustainable livelihood.
