Homeless people with mental illness are one of the most vulnerable groups in urban areas but often do not get the assistance needed to end homelessness and to address health and psychosocial needs. Using key concepts of Pierre Bourdieu, the author provides a detailed analysis of the help system for the homeless mentally ill in Berlin. Qualitative interviews with 25 stakeholders of this help system were conducted and analyzed. The author reveals that this fragmented help system frequently fails to address the most vulnerable homeless who suffer from both psychiatric disabilities and substance abuse problems. A possible solution to this challenge is presented: the Housing First approach that was developed in New York. Using this relatively recent innovation, ideas are illustrated which have been proven to be effective in promoting social inclusion of the homeless mentally ill. The case under exploration is that of the New York Province of the Religious of Our Lady of Charity of the Good Shepherd of Angers (known as the Good Shepherd Sisters). The Sisters built, financed, managed, and staffed charitable institutions that served tens of thousands of marginalized women and adolescent females. This social history of these Sisters and their work, including their contributions to child welfare, is set in the sociopolitical context of the one hundred and five years from their start in New York City, ending just prior to Vatican II. Primary sources consist of four unpublished social work masters` theses written by Sisters between 1936 and 1962, letters, unpublished papers, conference papers, and books, from the archives of the New York Province. A quantitative descriptive survey of a national sample of 500 U.S. social workers examined discrepancies between belief in the NASW Code of Ethics and behavior implementing the Code, as well as social workers` disjunctive distress(disjuncture) when belief and behavior are discordant. Relationships between setting and disjuncture, and ethics education and disjuncture were also examined. Variables were measured by an instrument based upon the NASW Code of Ethics. The instrument incorporated a validated scale,the Abbott Personal Opinions Scale. Findings indicated disjuncture when belief and behavior scores were discordant lower disjuncture occurred when behavior was congruent with the Code and disjuncture increased with non- congruent behavior. Belief in the Code did not influence behavior congruent with the Code. There were significant disjuncture score differences among different work settings. Disjuncture scores were highest in public agencies and lowest in private agencies. Lower discordance of belief and behavior scores and lower belief scores occurred among those who took separate ethics courses. ····· 10361100830

An interview schedule was administered personally by the researcher to 63 respondents working at Stanbic, Barclays and Standard Chattered Banks. Questions pertaining to women s views and their experiences of sexual harassment were asked using a guideline from the Multi-Perspective Framework of sexual harassment by Tata and Bowes-Sperry in Powell (1999).
